Corporation’s latest proposal to tap the no-development zones and salt pan lands to generate social housing and open spaces is set to unlock about 4378 hectares of government and privately owned land for construction If the contentious plan goes through Mumbai would get the largest addition to its developable land bank in recent history The last time there was a similar promise was in 2004 when the erstwhile mill lands in central Mumbai were unlocked for the same goals and that was only 280 hectares of the newly-developable land Setting a target of 10 lakh ‘affordable’ homes in Mumbai within the next two decades the BMC’s revised draft Development Plan (DP) proposes the use of land parcels hitherto marked as no-development zones (NDZs) salt pan lands and tourism development areas for creating such low-cost housing stock With the draft DP 2014-34 classifying these NDZs as ‘developable’ land parcels while separately classifying mangroves and mudflats as ‘natural areas’ that will remain no-go zones Municipal Commissioner Ajoy Mehta told The Indian Express that the fresh view of NDZ lands was that they were areas marked for future growth “It’s a misnomer that they were never Mehta said Official figures show that the natural areas account for 9096 hectares out of the 14024 hectares locked for development right now That leaves 4928 hectares classified as NDZ While this includes 820 hectares of unbuilt area in the Aarey Milk Colony only 280 hectares of Aarey are to be released This means 4378 hectares of NDZ land can be developed With Mumbai spread over 45850 hectares about a tenth of the city’s existing area will now be added to the developable land parcels To promote creation of affordable homes and open spaces on NDZ the civic body has proposed that if the owners of such lands construct affordable homes and social amenities on 33 per cent of the built-up space and hand it over free of cost to the BMC and set aside another 33 per cent area for public open spaces they would be entitled to build up to three times the remaining plot area or an FSI of 3 The social amenity reservations would include building shelters for the homeless painting spaces for children special play parks old age homes vending areas etc Those who do not avail the scheme would be permitted to utilise only the zonal FSI for construction “People won’t come forward unless you create an enabling atmosphere” Mehta justified when asked whether the FSI sop offered would not pressure civic infrastructure While the mill land promise failed to deliver on the promise of affordable housing the BMC has said its latest move will also add another 1496 sq km of public open spaces in Mumbai The municipality will itself auction the homes surrendered to it There is a plan to offer concessions in various premiums for the affordable component to keep sale prices in the affordable range Incidentally civic records show that about 74 per cent of NDZ land to be unlocked for development are located in the Goregaon to Borivali belt (see box) Another deliverable targetted in the draft plan is setting up of three to four new central business districts on government land to Mumbai While no change is proposed for the FSI regime in the suburbs of Mumbai the basic FSI for the island city is proposed to be enhanced from 133 to 2 following a plan to allow utilisation of transferable development rights and premium FSI for this region too There is however a plan to lower input cost for developers by rationalising premium payments without impacting civic revenues The
